A construction project generates two parallel records of what is happening. One lives in the field: what a crew actually did today, what conditions they found, what got flagged as a problem. The other lives in the office: schedules, budgets, contract administration, and the paperwork that eventually determines who pays for what. When those two records drift apart, and they drift more often than most owners assume, the gap rarely announces itself immediately. It shows up weeks or months later, as a dispute, a change order nobody can fully explain, or a delay claim built on incomplete information.
That gap carries real cost and schedule risk of its own. Research into disputes, safety outcomes, and project information management points to it as one of the more persistent, well-documented drivers of avoidable cost and delay in the industry.
Poorly Coordinated Information is a Named Cause of Delay, Not a Vague Complaint
An industry-wide survey of over 950 construction professionals found that poorly coordinated project information was cited by a quarter of respondents as a factor that had impeded project progress in the preceding year, a close third behind employer variations and material availability as the most commonly cited obstacle. The same survey found that extension of time claims were the single most common issue in dispute, reported by half of respondents who had experienced a dispute, with defective work close behind at 41 percent.
What stands out in that data is where disputes cluster: 63 percent were initiated during the currency of the works themselves, not after completion, meaning the information gap behind them was live and unresolved while the project was still trying to move forward. A quarter of disputed projects saw construction work actually stop or get suspended while the disagreement played out.
A related finding points to a practical remedy: using one agreed classification system for all project information, drawings, schedules, specifications, and models, so it stays cross-referenced without ambiguity. Teams that skip this default to “drawings over specification” whenever documents conflict, which erodes the specification’s value as the authoritative record of what was actually required.
Why the Office Often Cannot Fully Trust the Field Record
When a dispute eventually needs to be resolved, whether through negotiation, mediation, or formal arbitration, the documentation that substantiates any claim of delay comes from a specific, well-defined set of progress and programme records: baseline and updated programme schedules, and what is broadly termed progress records, a category that includes site diaries, daily reports, site inspection records, and progress photographs. These records exist specifically to let a claimant retrospectively reconstruct what the project actually looked like at a given point in time, as distinct from what the schedule said should have been happening.
The practical problem is that this reconstruction only works if the underlying field records were accurate and complete in the first place. Guidance for construction arbitration specifically notes that where a contractor has failed to maintain regularly updated programme or progress records, parties are forced to rely on correspondence, emails, meeting minutes, and informal notices, to retrospectively determine progress after the fact. Reconstructing site conditions from scattered correspondence months or years after the work happened is a fundamentally weaker position than having had an accurate, contemporaneous record to begin with.
This is the field-to-office gap in its most consequential form. It is not simply that information moves slowly between the job site and the project office. It is that when the office eventually needs the field record to answer a specific question, whether for a payment application, a change order, or a formal claim, that record has to have been reliable at the point of capture. If it was not, no amount of after-the-fact reconstruction fully closes the gap.
Contractors and owners evaluating what strong construction field management actually requires are, in effect, asking how to make that contemporaneous record dependable enough to survive being questioned later, not just useful enough to get through this week’s status meeting.

The Gap Also Runs Through Safety, Not Just Paperwork
The field-to-office divide is not limited to schedules and cost records. A 2025 study of frontline construction workers examined how two distinct channels of safety communication independently shape safety behavior: safety communication from supervisors and safety communication among coworkers. Both channels showed a statistically significant positive effect on workers’ safety behavior, but the two operated through different psychological pathways: coworker communication showed a notably stronger direct relationship with safety behavior than supervisory communication, while supervisory communication worked more heavily through building workers’ confidence in their own safety knowledge and their motivation to act on it.
The practical implication is that a field-to-office reporting structure built only around top-down instruction from supervisors misses a channel of information, worker-to-worker exchange, that the research found to carry comparable or greater weight in shaping actual behavior on site. An office that only hears what gets formally escalated through supervisory channels is missing part of the actual safety picture on the ground, in the same way that a schedule built only from formal status reports misses the informal knowledge crews carry about what is really happening. The study also found this effect varied with work pressure, meaning the value of informal peer communication becomes even more pronounced precisely during the high-pressure stretches of a project when formal reporting tends to lag furthest behind reality.
Closing the Gap Without Adding More Paperwork
None of this points toward simply generating more documentation. The research on disputes is explicit that poorly coordinated information, not insufficient volume of information, is what impedes progress and fuels disputes. A few practical implications follow:
- Contemporaneous beats reconstructed, every time. Site diaries, daily reports, and progress photographs captured as work happens are categorically stronger evidence, and stronger management input, than correspondence assembled after a dispute has already started.
- A single coordination system reduces the reconstruction burden. Projects that use one consistent classification and cross-referencing system for drawings, schedules, and specifications reduce the ambiguity that later forces reliance on scattered correspondence to fill gaps.
- Informal channels carry real information, not just noise. Worker-to-worker safety communication and informal field observations shape outcomes independently of what gets formally reported upward. A field-to-office system that only captures formal escalations is missing a meaningful share of the actual picture.
- The mid-project window is the highest-risk period for disputes. Since most disputes begin while work is still underway rather than after completion, the value of accurate field records is highest exactly when a project is busiest and least inclined to prioritize documentation.
- Peer-level communication deserves a formal channel of its own. Because worker-to-worker exchange carries independent weight in shaping safety behavior, field-to-office systems that route everything through supervisors alone are structurally missing part of the picture, not just missing it occasionally.
The field-to-office gap persists not because anyone involved wants it to, but because the incentives of a busy job site, get the work done, move to the next task, do not naturally align with the incentives of the office, which needs an accurate, defensible record of what happened and when. Projects that manage this well tend to treat contemporaneous field documentation as core project infrastructure rather than an administrative afterthought, precisely because the cost of getting it wrong rarely shows up until it is much harder and more expensive to fix.
